The CPC Central Committee and the State Council attach great importance to the development of SMEs. In particular, since the outbreak of the epidemic, the state and local governments have introduced a series of favorable policies for SMEs, which have played a positive role in promoting the stable development of SMEs.

Since the second quarter of 2020, the economic operation of small and medium-sized enterprises has been steadily improving, with production indicators and benefits gradually improving, and enterprise confidence also recovering.

According to data from the National Bureau of Statistics, from January to November 2020, the total profit of small and medium-sized enterprises above designated size in China increased by 6.9% year on year, indicating a cumulative positive growth for four consecutive months.

In general, the development of SMEs is still facing many challenges and difficulties. In the next step, the Ministry of Industry and Information Technology will unswervingly implement the "two unswervingly" in accordance with the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the Central Economic Work Conference.

According to the recently held seventh meeting of the State Council Leading Group for Promoting the Development of Small and Medium-sized Enterprises, follow-up arrangements and arrangements have been made.

In accordance with the requirements for the meeting, we pay special attention to the policy system, service system, development environment, three important aspects to solve and alleviate the financing difficulties of small and medium-sized enterprises, financing problems, focus on strengthening the protection of the legitimate rights and interests of small and medium-sized enterprises of the two priority, focus on small and medium-sized enterprise innovation ability and professional level the goal of ascension, support small and medium-sized enterprise growth is the important cradle of the innovation.

It is mainly reflected in three aspects:

First, focus on three important areas of planning, speed up the 14th Five-Year Plan to promote the development of small and medium-sized enterprises and small and medium-sized enterprise classification standard provisions of the revision, first of all to the top design.

We have laid a good foundation and gained some experience in the early stage of developing the National Demonstration Platform for Public Service for Small and Medium-sized Enterprises and the Demonstration Base for Entrepreneurship and Innovation of Small and Micro Enterprises.

We will further improve the voluntary service system for small and medium-sized enterprises, deepen the implementation of the special campaign to digitize and empower small and medium-sized enterprises in industrial design, deepen third-party assessment of the environment for their development, and improve the environment for their development. In particular, promote the implementation of the Regulation on Guarantee of Payment for Small and medium-sized Enterprises, optimize the function of the default and arrears registration (complaint) platform, protect the legitimate rights and interests of enterprises, and establish a long-term mechanism.

Therefore, we need to work hard on policy, financial support and protection of rights and interests. Third, we need to raise "one goal".

Implement the project to improve the innovation ability of small and medium-sized enterprises, and promote the incubation of one million innovative small and medium-sized enterprises, cultivate 100,000 provincial-level "specialized and innovative" enterprises, and select 10,000 "small giant" enterprises within three to five years.

That's what we plan to do.

Make "little giant" enterprise speed up the development to single champion enterprise and specialized enterprise, and construct the gradient cultivation system of high quality enterprise.

We will study and implement policies to support the development of "little giant" enterprises, and improve their innovation capacity and specialization.

We will make efforts from three directions to further realize the leapfrog development of small and medium-sized enterprises.
